The wind speed displays a distribution across all latitidues with maybe a higher prevalence of data poins in the norther hemisphere. Most wind speads are between 0 and 10 miles per hour. From this graph a minimal wind speed could be predicted with only a few data points being at or near 0 miles per hour.
